The Ministry of Health sent to the federal executive bodies a draft government response to the amendments made by MP Boris Chernyshov to the law "On protecting the health of citizens from exposure to ambient tobacco smoke and the effects of tobacco consumption" (15-FZ).

From documents signed by the deputy head of the Ministry of Health, Dmitry Kostennikov, it follows that the agency prepared a negative response to the deputy project.

"Supporting the declared goals, we note that there are remarks to the bill," Kostennikov noted.

In his opinion, it is inexpedient to change the name of the 15-FZ, because the amendments "concern only articles 2, 12 and 20 of the law". And "the change in the name of the federal law 15-FZ will entail the expansion of the subject of its legal regulation, which requires the introduction of complex changes into it," the Ministry of Health stressed.

 

The official also added that it is impossible to draw a conclusion from the proposed definition of a walking zone about the boundaries of the said territory, which can cause difficulties in practice with regard to bringing to the administrative responsibility of persons committing offenses.

The ministry recalled that the amendment to prohibit sales to under-age vaporisparents can not be offered without a similar amendment to the Code of Administrative Offenses. As a result, the government of the Russian Federation did not support the bill, Izvestia writes.
