The Government of the Russian Federation has submitted to the State Duma a bill on the resort gathering

On May 6, the Government of the Russian Federation submitted to the State Duma a draft law on the introduction of a resort fee in the Crimea, Altai, Krasnodar and Stavropol Krai.

The document is published on the website of the Cabinet.

"The draft law provides for an experiment to be implemented from 1 January 2018 to 31 December 2022, inclusive, for the introduction of a fee for resort infrastructure use (hereinafter resort fee) in the Republic of Crimea, Altai, Krasnodar and Stavropol Territories," the report said.

The document assumes that the size of the resort fee will not exceed 100 rubles per day, while its amount may vary depending on the seasonality, time of stay at the facility, the value of the resort. The revenues will be used to develop the resort infrastructure. The experiment is supposed to be financed from regional budgets.

The bill also defines preferential categories of citizens who are exempt from payment of the fee. Based on the results of the experiment, it will be decided whether a permanent resort fee will be introduced throughout Russia or not, Tass reports.

As the Internet portal "Kuban 24" wrote, Veniamin Kondratyev suggested on August 26, 2016 at the meeting of the State Council Presidium on the development of tourism to introduce a resort fee mechanism, and to send the funds received in this way to local budgets. Mayor of Gelendzhik Viktor Khrestin supported the initiative, calling the introduction of resort collection a necessary measure.

President of Russia Vladimir Putin in September 2016 instructed the government to introduce a resort fee until March 2017. On October 13, 2016, the Minister of the Russian Federation for North Caucasus Affairs Lev Kuznetsov proposed to test the resort fee in five regions of Russia: in Stavropol and Krasnodar regions, Crimea, Sevastopol and Altai.

Kondratiev in December 2016, told who and how will pay the resort fee and whether its impact on the flow of tourists. He said that in the province plan to determine the resort fee as a tax payment. In April, the introduction of the resort collection in the Kuban decided to postpone for 2018.

In April 2017, the Government of the Russian Federation approved a bill providing for the introduction of a resort gathering in the Crimea, Krasnodar, Stavropol and Altai.
