Russia has proposed to zero VAT for publishers

In Russia decided to support the book market, making the state Duma in may, the bill to zero VAT for book publishers.

This initiative was made by the state Duma Deputy Mikhail Serdyuk. He proposes to set the rate to 0% until 2018. Exceptions will be only books erotic and occult-magical nature.

"This measure of state support of book production market in the Russian Federation will reduce the costs /damages/ publishers that have a positive impact on reducing the cost of books and increase the possibility of their acquisition by the population", — stated in the explanatory note to the bill.

The author offers at the same time to suspend the operation of article 164, part 2 of the Tax code, which establishes the VAT on book production in 10%. Serdyuk believes that this measure will significantly affect the reduction of prices for book production.

In the explanatory note the example of other countries where the preferential rate on books: Turkey — 1% in the UK — 0%, Switzerland 3%, in Belarus — 0,5%.
