Putin signed a law on the mandatory transfer of state employees to cards "Mir"

On May 1, Russian President Vladimir Putin signed a law that requires banks to use only the National System of Payment Cards when transferring salaries to employees of state and municipal institutions, as well as pensions and scholarships.

According to the document, from July 1, the cards "Mir" will be issued to all citizens who applied for the opening of a new bank account in order to receive payments from the budget. The rest will have to receive the "Mir" card before July 1, 2018. For pensioners, the deadline for receiving the card is set until July 1, 2020. For them, the maintenance of the cards will be free.

The law retains the ability to receive cash payments or bank accounts that are not tied to cards. Amendments do not apply to the receipt by natural persons of personal income tax deductions and to irregular payments.

The law specifies that sellers, whose revenues exceed 40 million rubles a year, are required to ensure the acceptance of "Mir" cards. This rule will come into force on October 1.

Banks, according to the law, will not later than July 1 to ensure the receipt of national cards in all their technical devices intended for settlements, including ATMs, the document posted on the official Internet portal of legal information says.

As the Internet portal "Kuban 24" wrote, the Central Bank and the National Payment Card System announced December 15, 2015, the launch of "Mir" cards. The central bank demanded that by July 1, 2016 the banks complete all preparatory work for the transition to the National Payment System "Mir". In July 2016, the grace period for connection to the National Payment System ended. Tariff for banks increased by 150 thousand rubles.

Deputy Chairman of the Central Bank of the Russian Federation Olga Skorobogatova on February 15 announced the need to make preferential tariffs for pensioners on servicing the "Mir" card.

Budgetaries can refuse to transfer salaries to the map "Mir".
