The State Duma at
a plenary meeting on Wednesday in the second reading passed a bill that
toughens the punishment for selling poor-quality products.
The initiative of the Government of the Russian Federation is aimed at
improving the legislation in terms of ensuring rapid and effective recall of
unsafe products from the market. According to the Federal Service for
Supervision of Consumer Rights Protection, in 2015 more than 75,000 cases of
violations of the requirements of technical regulations of the Customs Union
were identified, which is 3.5 times more than in 2013.
In this connection, the authors of the document propose to add several
compositions to the Administrative Code of the Russian Federation for failure
to take measures to prevent harm from the turnover of products that do not meet
the technical regulations or mandatory requirements that apply before the entry
into force of the technical regulations. The bill also tightens penalties for
selling poor-quality products. So, the fine for legal entities will increase to
500 thousand rubles.
An unqualified substandard product is also subject to a fine. As an alternative
punishment for a repeated violation, it is proposed to suspend the activities
of a legal entity for up to 90 days. In both cases, the offense is confiscated.
Recall that for today in the Code of Administrative Offenses of the Russian
Federation there is no such responsibility. Punish can, for example, for
failure to comply with the requirements of the technical regulations
themselves.
