"Increasing excise rates for tobacco products is unfounded and can lead to negative consequences, such as the influx of counterfeit products, as well as reduce the competitiveness of domestic products in comparison with the supplied from the territory of states - members of the Eurasian Economic Union", - said the deputy head of the Ministry of Economic Development Oleg Fomichev.

 

He added that the introduction of an environmental tax on cigarettes and the tax on the retail sale of tobacco products and electronic nicotine delivery systems will lead to double taxation. A system for tracking tobacco products can promote the growth of the illegal market and the reduction of excise collection. Fomichev said that in the document there is no indication why it is necessary to impose a ban for those born after 2015. Moreover, the ban, in his view, "unreasonably restrict the legal capacity of citizens born after 2015, which is contrary to the Constitution and civil law."

 

The Ministry of Health explained that the drafting of a new concept of agency experts was launched in late 2015. That is why the ministry has proposed to ban smoking for those born after 2015.
