Medvedev urged to increase the responsibility of owners for the state of real estate

The Prime Minister said that it is necessary to start with federal state property.
"I support the initiative to increase the responsibility of owners for the state of their objects. I think that this is very correct, "Medvedev said.
He noted that this year the regions will have to pass laws that provide for increasing responsibility for violation of municipal rules of improvement.
"We will start with federal property. Now the federal authorities have a considerable amount of real estate. This does not mean that it is in a better condition than that real estate, land, buildings that belong to private individuals. State structures should be an example for the rest, "the prime minister explained.
Medvedev noted that in 2018 it is necessary to maintain the level of government spending on the development of the urban environment. According to him, it is necessary to approve quality standards and integrated development of territories. In the work on improvement it is necessary to provide long-term state support. The prime minister urged to expand the opportunities for citizens to participate in the management of cities.
"The first steps on this priority prove that people are ready to participate in the improvement of the country. Volunteers, public organizations, student associations, and representatives of territorial public self-government are also involved in this. The most important thing is that just citizens are interested in this. We need to expand the opportunities for their real participation in the process, "he said.
Medvedev added that soon this issue will be discussed at a meeting of the council for the development of local government under the president. However, he called for a minimum amount of attracting funds from citizens for the improvement of the urban environment.
"But in no case should you allow excesses. The main contribution should be made by the state and, if necessary, by business, creating a public-private partnership. The contribution of people who live in a particular area must be very reasonable, minimally necessary. This is necessary for people to feel themselves masters in the territory. Otherwise, we will scare away the townspeople, they will think that the state decided to shift all the hardships for the improvement of the yards to them, "the prime minister reported.
Dmitry Medvedev came to the forum "Urban Environment" in Krasnodar. The event was attended by about 1 thousand people: experts in the field of urban planning, architects, developers, designers and government officials. In total there were four discussion sites: "Comfort yard", "Urban public spaces", "Improvement of small towns", "Urban environment: standards and quality index".
