The document does not allow distribution in the media and on the Internet of offers for retail sale of alcohol by remote means. A fine for the dissemination of such information will be for citizens from 3 to 5 thousand rubles, for officials - from 20 to 40 thousand rubles, for legal entities - from 100 to 300 thousand rubles.
The law also prohibits the production and trafficking of alcohol products with an ethyl alcohol content of less than 15% containing tonic substances (energy). The exception will be production for the purpose of exporting products outside the territory of the Russian Federation.
The document establishes a ban on the movement across the territory of the Russian Federation of unmarked alcoholic beverages in the amount of more than 10 liters per person. Amendments to the Code of Administrative Offenses establish a fine for violation of this requirement in the amount of 3 to 5 thousand rubles with confiscation of products.
According to the document, from June 1, 2019, the railway transport used to transport ethyl alcohol and bulk alcohol containing products with an alcohol content of more than 25% is allowed only if the vehicle is equipped with means of registration in automatic mode. Such technical means will transmit information about the current location, the traversed route, time and place of parking.
In addition, the procedure for the retail sale of alcohol products on board aircraft is specified.
The document prohibits the retail sale of alcohol-containing non-food products using vending machines. The Government of the Russian Federation will have the right to impose restrictions on the conditions and places of retail sale of such products, taking into account the specifics of each region, including a complete ban on the retail sale of alcohol-containing non-food products.
