On July 1, 2017, according to the Law of 03.07.2016 No. 290-FZ, the period of transition to a new system for the use of cash registers comes into effect, which involves the transfer of information about calculations electronically to the tax authorities on-line. By this time, organizations and individual entrepreneurs who are engaged in trade and have previously used CCP, it is necessary to modernize the existing CCP park or replace it with online cash registers.

Today, the new technology is working all over the country. The Federal Tax Service of Russia registered about 850 thousand online cash registers, which makes up 75% of the target CCT park. Online cash departments daily transmit to the Federal Tax Service information about more than 70 million checks. "

The tax service issued a permit to 10 operators of fiscal data, 27 manufacturers included in the register 80 models of cash registers, including budgetary value of up to 18 thousand rubles, which can be ordered on the manufacturers' website. An important innovation of the reform was the launch of the CCC office on the site of the Federal Tax Service of Russia, through which it is possible to register the cashier for a few minutes without a visit to the inspection.

The new data transmission technology will promote the creation of equal competitive conditions for all taxpayers, will make the sphere of retail trade and services more transparent, relieve the business of unnecessary reporting and reduce the control load on the part of tax authorities through remote monitoring and risk-oriented approach.

With the new order, there is no need to keep on paper nine forms of cash reporting for each device, including daily. Earlier during the year more than 0.5 billion reporting documents were formed. The new order will save the business from this burden, as all registration actions can be carried out through the "personal cabinet", and all information about the calculations is received automatically by the tax authorities.

In the future, the new technology will allow to consider the issue of excluding tax reporting for certain categories of taxpayers.

At the same time, possible communication problems or lack thereof are not an obstacle to working in a new order.

Firstly, the law provides for the possibility of using CCP in the so-called "autonomous" mode, when information is accumulated in the cash register and after that is provided in any way convenient for the taxpayer to the tax authority, including through the "personal cabinet". Such a regime can be used in remote locations, the list of which was determined by the authorities of the subjects of the Russian Federation.

Secondly, even if the CCP is applied in a territory that is not attributed by the RF subject to remote locations, the communication problems will not affect the continuity of the operation, since the cash register will accumulate information and send it to the tax authority automatically upon renewal of communication.

The reform was preceded by an experiment conducted in 2014-2015 in four regions of the country (Moscow, Moscow region, Kaluga region and Tatarstan) on the application of a new technology for transferring information on calculations. The experiment was recognized as successful and its results form the basis of the Law.

The project became possible thanks to the support of the President of Russia, the Government, legislators, business communities and the active participation of taxpayers.

Thus, within the framework of the All-Russian Conference "Online Cashiers - New Opportunities for Retail", the business supported the transition to a new order, noting the focus of the Federal Tax Service of Russia on the introduction of new progressive tax administration tools, the construction of a contactless control system, the reduction of administrative barriers and the creation of a confidential environment.

Also, the tax authorities, together with the regional commissioners for the protection of the rights of entrepreneurs in the constituent entities of the Russian Federation, organized the work of operational headquarters, which monitor the readiness of the regions to move to a new order.

In addition, citizens will have a more convenient mechanism for protecting consumers' rights. When calculating with the seller it will be possible to control the legality of purchases with the help of the mobile application of the Federal Tax Service of Russia, which is downloaded free of charge to the smartphone in Applesore and Oogootleft. The receipt received by the buyer when calculating a paper check contains (^ K code, which can be easily read using this mobile application, check the receipt, receive it electronically, and save it in the application.Moreover, the buyer can at all waive a paper check and immediately receive It's by email or phone number.Electronic checks are easier to store and restore.

The priority of the Federal Tax Service of Russia is to ensure the most comfortable conditions for the transition to a new order. At the initiative of the Service, the Ministry of Finance of Russia issued an official letter of clarification in late May. According to which taxpayers will not be brought to administrative responsibility with timely taking the necessary measures to transfer to a new order.
