Supervisory authorities should
collect "all remarks and slanders" on quality of work of the Unified
register of checks of small and medium business and to create some kind of
"Complaint book", the minister of the Russian Federation of the Open
government Mikhail Abyzov has said. He has made such statement at a meeting of
a government subcommittee on improvement of control (supervising) and allowing
functions of federal executive authorities.
Evaluation criteria, according to him, have to be simple. It: convenience of
the interface,
speed of work of system, compatibility of "private offices" with
initial data.
As a result it is necessary to come to that departments could use the corporate
systems for loading of information in the Unified Register of Checks (URC), the
minister considers.
We will remind that ERP of small and medium business is conducted since July 1,
2015 according to reform of system of the state control and supervision. His
creation has allowed to increase transparency of control and supervising
activity and to reduce risks of unreasonable visits of supervisory authorities
to businessmen. Since July 1, 2016 in him information not only on federal
checks, but also on regional gathers. Information on results of checks is
obligatory.
Nevertheless, according to M. Abyzov, until the end of the year it is necessary
to find out what untimely disclosure of information can cause damage to
business to prepare complete idea of development of the Unified register of
checks and adjacent systems, including state automated system
"Management" and departmental systems, for satisfaction of inquiries
of specific reference groups of users. "And on the basis of this analysis
of supply and demand to look for what services and in what terms it is possible
to wait on the basis of these information systems", – the minister has
told.
Problems of control and supervising reform till 2025 is:
minimization of the bureaucratic barriers having negative effect on business
development;
creation of the uniform information environment of control bodies;
reduction of mandatory requirements by all types of control;
assessment of personnel list of auditors;
introduction risk - the focused approach;
systematization of requirements of planned inspections.
According to Design office on realization of control and supervising reform,
also the issue of systematization of requirements to business was discussed at a
meeting of a government subcommittee. In particular, it was talked of
observance by supervising departments of the ban on verification of
requirements of times of the USSR and RSFSR.
