FAS Russia has
sent proposals to improve the provisions on procurement in PJSC
"Gazprom", the ministry said.
The proposals are formulated on the basis of the work that is carried out of
the FAS Russia in 2014. One of its results was the standard implementation of
procurement. His goal - to unify the procedure of procurement of state
companies and natural monopolies.
Recall that in accordance with the federal law N 223-FZ of state-owned
companies and natural monopolies is carried out by the procurement procedure,
which they themselves set for yourself in the position of procurement.
In particular, the FAS has offered Gazprom Set to procurement criteria and
procedure for the evaluation and comparison of bids procurement participants;
an exhaustive list of requirements for the applicants and the grounds of a
rejection; a ban on the conclusion of the results of the competitive method of
procurement contract before the 10-day period from the date of determination of
the winner.
The uncertainty in the above-mentioned requirements, according to the
Anti-Monopoly Service, negatively affects the transparency and efficiency of
procurement and regularly leads to a violation of law.
The FAS believes that the implementation of the elaborated proposals will not
only prevent similar violations in the future, but also significantly affect
the procurement of openness and the number of participants.
