Small and medium enterprises will be easier to participate in the procurement of the Federal Road Agency

July 13, 2016 at a meeting of the Public Council under Rosavtodor was asked to expand its activities to the Commission on cooperation with small and medium-sized businesses and to create an industry working group. The purpose of the working group - to provide access to SMEs to participate in the direct procurement of the Federal Road Agency.
On Federal Road Agency does not apply the road map on cooperation with state-owned SMEs. Rosavtodor performs procurement activities within the 44-FZ. However, the agency is committed to increase the percentage of procurement from small and medium-sized businesses is similar to state-owned companies, working on 223-FZ.
- At the end of 2015 more than 20 billion rubles (17.5%), the volume of public procurement Rosavtodor accounted for a small business, a quota established by the 44-FZ of 15%, - said Sergey Fakhretdinov, Deputy Chairman of the Public Council under Rosavtodor. - During the construction of a large object general contractor usually draws on the work of subcontracting SMEs. However, the profitability of the participation of small and medium-sized enterprises in such cooperation is minimal. Direct contract, of course, more interesting business. The Agency is to increase the number of lots in the direct purchase of which would be able to participate SMEs. The initiative to create such a group was born as a result of the signed in March 2016 and the Corporation Rosavtodor SME cooperation agreements in the framework of promoting an increase in the proportion of purchases of road departments in small and medium-sized businesses. As planned by the sectoral working group on the interaction of the FDA and the business is responsible for the organization of an integrated information and methodological support to entrepreneurs who plan to participate in the procurement of subordinated Rosavtodor organizations. Office as a result of such activities could increase the quota of purchases from small and medium-sized businesses in several times, according to members of the Public Council.
